On February 27, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced its strategy for the Express Entry system in the coming year, signaling a targeted approach to addressing Canada’s pressing labour shortages.

IRCC’s latest update emphasizes two key priorities for Express Entry in 2025: category-based selection rounds and an increased focus on “in-Canada” draws.

  1. Category-Based Draws: Targeting In-Demand Skills
    The Express Entry system will continue to prioritize candidates with specific skills and qualifications. For 2025, IRCC has confirmed that category-based draws will focus on:
    • Strong French Language Proficiency: Canada aims to bolster its Francophone communities outside Quebec, inviting candidates who can contribute linguistically and culturally.
    • Key Occupational Sectors: Health care, social services, trades, education, and other high-demand fields will take center stage. This move underscores the government’s intent to fill gaps in industries struggling with workforce shortages.
    These targeted draws allow IRCC to issue Invitations to Apply (ITAs) to candidates whose skills align directly with Canada’s labour market needs, rather than broadly relying on the Comprehensive Ranking System (CRS) scores.
  2. More “In-Canada” Focus
    2025 will focus on candidates already living and working in Canada, particularly through the Canadian Experience Class (CEC). This approach prioritizes individuals who have already integrated into Canadian society, often through temporary work permits or study permits, and who are well-positioned to transition to permanent residency. By focusing on this group, IRCC aims to retain talent already contributing to the economy while reducing processing delays caused by overseas applications. This initiative also aims to counter strong criticism directed at the Canadian government, particularly claims that Prime Minister Trudeau promoted Canada as an open destination for newcomers, only to later implement changes that shut out thousands of students who had invested in a Canadian education.

For skilled workers, this announcement clarifies the best pathways to permanent residency. If you’re a nurse, teacher, tradesperson, or French-speaking professional, your chances of receiving an ITA could improve significantly in 2025. Similarly, if you’re already in Canada on a temporary visa, the increased focus on CEC draws could be your ticket to staying permanently.

What This Means for Applicants

  • Opportunity for French Speakers: If you’re proficient in French, now is the time to highlight this skill in your Express Entry profile. Category-based draws for French language proficiency have historically had lower CRS cutoffs, making it a promising route for many.
  • In-Canada Advantage: Temporary residents, such as international students or workers, stand to benefit from the CEC focus. Your Canadian work experience can now translate into an Invitation to Apply.
  • Strategic Planning: With category-based draws targeting specific occupations, aligning your credentials with these in-demand fields could boost your chances. Updating your Express Entry profile to reflect relevant experience is more critical than ever.
