Immigration, Refugees and Citizenship Canada (IRCC) has announced the launch of new immigration pilot programs for home care workers, set to open on March 31, 2025. These programs, collectively referred to as Canada’s Home Care Worker Immigration Pilots, will replace the previous permanent residence (PR) pathways for caregivers, which have now expired. The key change introduced through these new pathways is that eligible home care workers will be able to receive permanent residence upon arrival in Canada. Eligibility Requirements To qualify for these enhanced home care worker pilots, foreign nationals must meet the following criteria: Language proficiency: Achieve a minimum level 4 on the Canadian Language Benchmark (CLB) scale. Education: Hold the equivalent of a Canadian high school diploma. Work experience: Have recent and relevant experience in the home care sector.* Job offer: Secure a full-time job offer for a home care position in Canada. *As of June 16, 2024, applicants under previous home care worker immigration programs were required to have only six months of eligible experience to qualify for PR. Further details and eligibility requirements for the new pilots are yet to be announced by IRCC. Background: Changes to Caregiver Immigration Pathways On June 3, 2024, IRCC initially announced its intention to introduce new home care worker immigration pilots. Shortly after, on June 17, 2024, the government closed the previous Home Child Care Provider Pilot and Home Support Worker Pilot, effectively pausing specialized caregiver immigration pathways. This shift marks another transition in caregiver immigration policies. Over the years, various caregiver immigration pathways have been introduced and subsequently closed, including: Live-in Caregiver Program (closed in 2014) Caring for Children Pilot (closed in 2019) Caring for People with High Medical Needs Pilot (closed in 2019) Interim Pathway for Caregivers (closed in 2019) Home Child Care Provider Pilot and Home Support Worker Pilot (closed in 2024) Immigration Quota for New Home Care Worker Pilots IRCC has outlined its 2025-2027 Immigration Levels Plan, allocating 10,920 admissions under the Federal Economic Pilots category, which includes the new Home Care Worker Immigration Pilots. However, this allocation must also be distributed among other federal pilot programs, such as: The Agri-Food Pilot Community Immigration Pilots The Economic Mobility Pathways Pilot The specific number of admission spots designated for the home care worker pilots remains unknown at this time.
