Ontario is changing the Ontario Immigrant Nominee Program (OINP) with the launch of a brand-new OINP Employer Portal set to go live on July 2, 2025. This new digital platform will replace the current paper-based Application for Approval of an Employment Position (Employer Form), and it represents a significant shift in how OINP’s Employer Job Offer streams will operate going forward.

For both employers and prospective applicants, it is critical to understand how these changes will affect future applications under the OINP’s Employer Job Offer streams.

What’s Changing?

Currently, applicants take the lead by first registering an Expression of Interest (EOI). Under the new system, employers will now take the first step by submitting employment position details through the Employer Portal. This employer-led model is designed to streamline the application process and reduce administrative burdens for both employers and the Ontario government.

Key Features of the New Employer Portal

The Employer Portal offers a range of promised improvements, including:

  • Seamless integration with My Ontario for simplified, one-window access
  • Online submission of employment positions and related documents
  • Direct communication between employers and the OINP program
  • Secure document uploads
  • Auto-population of fields to reduce duplication of information
  • Ability to add multiple employer contacts and authorized representatives
  • Simplified tracking of application status

As Ontario prepares to launch the Employer Portal, there will be important system interruptions and requirements for both employers and applicants:

Important Transition Dates

  • June 20 to July 2, 2025: New EOIs cannot be created for Employer Job Offer streams.
  • June 21-22, 2025: All existing EOIs under the Employer Job Offer streams will be automatically withdrawn.
  • June 27-29, 2025: The entire OINP system will be temporarily unavailable for all streams.
  • July 2, 2025: The Employer Portal officially launches. Employers must submit employment details before applicants can register a new EOI.

Re-Registering EOIs

Once the portal is launched, employers must first submit employment position information through the Employer Portal. Only after that step is complete will applicants be able to re-register their EOIs, which will be eligible for future program draws. New EOIs will remain valid for 12 months.

The automatic EOI withdrawals will affect applicants registered under these OINP streams:

  • Employer Job Offer: Foreign Worker stream
  • Employer Job Offer: International Student stream
  • Employer Job Offer: In-Demand Skills stream
