Immigration Minister Marc Miller recently announced that further reforms to Canada’s immigration and asylum systems are on the horizon, highlighting ongoing challenges and inefficiencies. His testimony before the House of Commons immigration committee on November 25, 2024, shed light on the state of the refugee process and the federal government’s priorities moving forward. System Under Strain: Inefficiencies and Growing Volumes Miller acknowledged that the current refugee system is overwhelmed, with processing times averaging 44 months for refugee claims. He described the system as inefficient and unable to handle the growing volume of inland claims—those made by individuals already in Canada for at least two weeks before filing. Government data revealed that 635 inland asylum claims were processed between January and September 2024, a number dwarfed by the nearly 250,000 refugee claims awaiting decisions as of September. Despite these challenges, 48,000 asylum claims have been processed so far this year. Addressing Misuse of the System One of Miller’s primary concerns is the increasing number of asylum claims made by individuals on student visas. He expressed frustration that some people are being “counselled to file…unjustly, asylum claims where they shouldn’t have the ability to do so.” These statements suggest that reforms will aim to prevent misuse of the asylum system while ensuring fairness. Analysis We welcome the restriction on the ability of students, counselled by unscrupulous consultants, to file bogus refugee claims. The latter has lead to gross abuses in the system and strained resources and finances. Taxpayers should not be funding unmeritorious refugee claims. Barring students in Canada from filing a refugee claim will also increase efficiencies at IRCC and save Canada millions of dollars.
